美国联邦通信委员会当地时间7月18日提议，要求移动服务提供商在客户手机激活后60天内为其解锁。公告中称，扩大解锁要求将为所有移动服务提供商制定一套明确统一的要求，新的解锁规则将使消费者能够自由地使用现有手机，并更容易地从一家移动服务提供商转到另一家，只要消费者的手机与新提供商的无线网络兼容即可。
