观点网 香港报道：3月27日，香港财政司司长陈茂波表示，香港正进入财政整顿的过程中，要控制支出增长至低于经济增长水平，并透过经济温和增长，逐步增加政府收入，以在2至3年内恢复收支平冲。
对于政府完成《基本法》第23条立法，陈茂波指出，这是宪制责任，亦是达成香港尚未完成的工作。
