祁寯藻（1793-1866），字叔穎，嘉慶十九年（1814）進士，並於道光朝獲得重用。卷中所書結字工整，起落間用筆相當周到，又帶有溫雅筆畫書寫，在楷書的嚴謹的法度中透露雅致的韻味。
