乐居财经 王敏3月7日，湖南省住建厅发布《湖南省居民自建房安全管理若干规定》，明确城市、县城现状建设用地范围内不得新建居民自建房。新建居民自建房一般不得超过三层。居民自建房原依法批准层数超过三层的，改(扩)建、重建后层数不得超过原依法批准层数。
