7月14日，乌克兰总统办公室表示，当天俄罗斯从位于黑海的潜艇发射了多枚“口径”巡航导弹对乌克兰中部城市文尼察实施了打击。乌克兰紧急服务部称，目前已造成23人遇难，包括3名儿童，另有100多人受伤。
