明朝初年，由山东移民至此而建村，为纪念祖籍山东而取名山东营。因采育南头有南山东营，本村居北，故名北山东营。后简称北山东。北山东村村民委员会，是由北山东村村民选举产生的，可实现村民自我管理、自我教育和自我服务的基层群众性自治组织。
