2021年10月11日,全球化智库(CCG)与施普林格·自然出版集团在CCG北京总部联合举办《共识还是冲突?——21世纪的中国与全球化》全球首次新书发布会。
以下为施普林格·自然出版集团商业和经管编辑总监William Achauer在发布会上的致辞:
大家好,我是William Achauer,施普林格·自然集团商业、经管与政治学编辑总监。我的工作地点在新加坡,我带领着一个负责包括中国在内的整个亚太地区业务的出版编辑团队。
很高兴今天能与大家一起见证《共识还是冲突?——21世纪的中国与全球化》一书的发布。该书由王辉耀博士和麦启安(Alistair Michie)先生担任主编,是我们与全球化智库(CCG)联合创作的“中国与全球化”系列图书的首部重磅著作。该书已通过开放获取的方式出版,这意味着包括序言在内的共计400页、36篇文稿将免费提供给全球所有能够上网并对全球社会所面临的首要问题的前沿学术和专业观点有浓厚兴趣的人。这些首要问题包括:如何构建世界各国关系的可持续性未来,一个历史悠久的超级大国和一个迅速崛起的超级大国应如何建立积极的合作关系,如何为发达国家和发展中国家提供必要的支持,以共同应对世界各国在21世纪第三个十年所面临的真正威胁。贯穿该书的两个最核心的主题是:1)建立一个真正的全球联盟,以拯救地球、应对气候变化带来的威胁;2)制定并实施有效且明智的公共卫生措施,以结束当前的新冠疫情,并预防未来再次发生的大流行病。或者说,如果日后真的再次爆发大流行病,我们至少能够进行及时有效的应对,以便在全球范围内拯救生命、减少损失,确保世界经济可持续发展。
我想向王辉耀博士和麦启安先生表示感谢和祝贺,感谢他们共同推动了这样一部前所未有之著作的问世。他们汇集了数位国际知名学者和专业人士,在书中共同分享对当前热议的全球议题的真知灼见。
根据该书主编所说的“CCG的精神理念与核心文化”,他们为该书设定了一个场景,引述如下:“我们相信,一个全球化的世界是构建和平且可持续的世界秩序的核心组成部分,这样的世界秩序有助于实现全人类的共同利益。”他们指出了一个关键点:早在20世纪50年代,全球90%以上的中产阶级居住在欧洲和北美洲。但如今,超过20%的中产阶级生活在中国。此外,他们估计,到2027年,将有12亿中国人进入中产阶级行列,占世界中产阶级总人数的四分之一。
我读过的一些章节对这些问题进行了讨论。伦敦国王学院刘氏中国研究院院长、教授凯利·布朗(Kerry Brown)在他贡献的章节中正面回答了这些问题。他认为,与苏联不同,中国不仅是一个社会主义超级大国,而且也是一个“极其成功的资本主义实践者”。他提醒我们:“中国是一个多元化的存在——资本主义与社会主义相结合,古老(中华文明)与新兴(作为一个国家)相结合,儒家思想与马克思主义相结合。”两位主编王辉耀博士和麦启安先生在各自贡献的章节中都提出了自己的主要观点。如王辉耀所博士所言:作为延续至今的古老文明,中国能够“为解决全球问题提供中国方案”。而麦启安先生在其贡献的“世界正陷入沟通危机”一节中强调,他在求学阶段没有学到任何关于中国的知识,直到1989年马来西亚的中国朋友激起了他的好奇心。
哈佛大学杰出贡献教授、哈佛大学肯尼迪政府学院前院长约瑟夫·奈(Joseph Nye)在其文章“中美之间:展望未来四十年”中探讨了中美关系自二战结束以来第四个阶段的未来。奈的结论是,“中美竞合”是大势所趋,我们不能视而不见。但他同时也找到了一个充满希望的平衡点,“在我看来,经济和生态上的相互依赖降低了冷战的可能性,并能够推动两国在相关领域建立合作性机构”。
该书仍有诸多精彩绝伦的思想值得探讨反思,但时间有限,我今天暂且先跟大家分享这么多。
最后,我想再次强调一个事实,即该书是一本以开放获取形式出版的书。当我开始准备这次演讲时,我注意到这本书几天前才在我们的平台SpringerLink上出版,也就是上周的事儿。第一天,我注意到有5000章的下载量,第二天下载量就增加到了5900章,第三天下载量已经达到9000章,第四天下载量已高达15000章!而昨天,我注意到该书的下载量跃升到了25,000章!这就是我们所说的“OA效应”(开放获取效应),这一效应能够淋漓尽致地展现出一本书的生命力。

The internationalization of Chinese enterprises is one of the most notable aspects of economic globalization in the 21st century. Despite the 2008 financial crisis and weak global outbound investment, under the “go global“ initiative, Chinese outbound investment has gone from strength to strength, while also diversifying in terms of investment modalities, destinations, and industries. However, growing anti-globalization sentiment in some countries has also created new challenges for Chinese firms expanding internationally.
Drawing on nearly 3000 data samples, using both quantitative and qualitative research methods, this book presents unique insights into the features and patterns of Chinese enterprises’ globalization.
