China's top internet watchdog has made another power move to regulate irrational fan culture, or known as “fan quan”.The Cyberspace Administration of China issued requirements in a notice on Friday, clarifying that all celebrity ranking lists should be canceled except for those involving music, TV or film.
“Fan quan”, literally means “meal circle” in Chinese, is a new term derived from “fan circle”. It is totally normal to have a group of fans that support their idols anywhere in the world, you may say, but in fact, things do not stop there.
With the popularity of Produce 101, talent shows have become a hit in the country. Teenage fans often use organized activities to elevate their idols’ image, spending a huge amount of money to support them, not from their own pockets of course, but their parents’.
A so-called “milk dumping incident” earlier this year sparked public outrage, as fans bought thousands of cases of sponsored dairy product just to scan the QR codes, an example to show their zealousness, anti-intellectualism and blind obedience. On August 16, Kris Wu, a Chinese Canadian pop star was arrested on suspicion of rape, which further deteriorated the public image of the entertainment industry.
According to media estimates, the scale of China’s idol market is expected to reach 140 billion yuan in 2022. To many in the show biz, this means attracting viewership by hiring stars beats quality productions, forming a toxic, vicious cycle.
The Cyberspace Administration of the CPC Central Committee (CAC) in June decided to launch a two-month campaign to rectify the distorted fan culture. The campaign focuses on “cleaning up” celebrity rankings, hot topics, fan communities and interactive comments in order to put a stop on cyberbullying and harmful content.
The campaign has so far achieved certain results, and the new requirements today signal the country's determination to help netizens, especially underage fans, support their idols in a rational manner.
“饭”不能再乱吃了。
今日，中央网信办秘书局发布《关于进一步加强“饭圈”乱象治理的通知》，进一步加大治理“饭圈”乱象问题，其中提到工作措施如下：取消明星艺人榜单，优化调整排行规则，严管明星经纪公司，规范粉丝群体账号，严禁呈现互撕信息，清理违规群组版块，不得诱导粉丝消费，强化节目设置管理，严控未成年人参与和规范应援集资行为。
随着《创造营》等选秀综艺的一夜爆火，选秀节目进入大众视野。4月29日，一段倒奶的视频在网上引起热议，选秀节目《青春有你》的粉丝为了应援明星，大量购买牛奶后直接倒入臭水沟。7月，吴亦凡事件被爆出，轰动全网。8月16日，吴亦凡因涉嫌强奸罪被正式批捕。
一时之间，贷款集资、未成年偷家里钱打投、粉丝非理性应援的行为让“饭圈”饱受争议，偶像“翻车”更是让网友担心对未成年粉丝造成恶劣影响。据媒体统计，2022年中国偶像市场规模有望达到1400亿元。“饭圈”规模之大，甚至严重影响了行业的生态。不少娱乐节目不惜花大价钱聘请“流量”明星，而非做好节目质量，形成了恶性循环。
6月15日，中央网信办决定即日起在全国范围内开展为期2个月的“清朗·’饭圈’乱象整治”专项行动。此次专项行动将针对网上“饭圈”突出问题，重点围绕明星榜单、热门话题、粉丝社群、互动评论等重点环节，全面清理“饭圈”各类有害信息。“饭圈”乱象得到一定整治，大量微博大V营销号被封号，不少明星工作室微博发出声明积极响应饭圈整治行动，呼吁粉丝理智追星。
目前，“清朗行动”初见成效，但这绝不是终点。今天，新通知的发布，标志着国家整治乱象的决心，期待饭圈迎来真正“清朗“的一天。

The Chinese mainland reported two new local cases yesterday. One from Shanghai and one from Jiangsu Province. Nanjing Lukou International Airport, where infections in China's latest clusters of COVID-19 cases were first reported, resumed domestic flights on Thursday following a suspension lasting over a month.
全国昨日新增2例本土确诊病例（上海1例，江苏1例）。26日开始，南京禄口国际机场将逐渐开始恢复国内航班的运行, 禄口街道结束过渡期，进入常态化防控。

Cloud QuickPass, a mobile payment tool provided by China UnionPay, the world’s biggest card network and commercial banks, was recently connected to leading Chinese commercial apps Taobao and WeChat. Industry insiders said this is a major advance in barcode payment interconnection in the country.

Chinese electric vehicle startup Xpeng reported a wider-than-estimated second-quarter net loss of 1.19 billion yuan as research and development costs ballooned. However, revenue surged more than five times to come in ahead of expectations at 3.76 billion yuan. The New York-traded Xpeng closed 0.61 percent lower yesterday.

Debt-ridden China Evergrande Group warned of a first-half profit plunge of nearly 40 percent on Wednesday as the property giant struggles to meet the government’s three red lines policy on borrowings, the fourth profit warning since mid-2019. Evergrande expects to report a first-half net profit of 9 billion yuan to 10.5 billion yuan, down 29 percent to 39 percent from a year earlier.
2021年8月25日深夜，中国恒大发布公告称，根据管理层目前所得的资料，预期集团于截至2021年6月30日止6个月录得净利润有所下降，净利润预期为人民币90到105亿元，较去年同期下降为29%到39%。今年上半年，恒大房地产开发业务亏损约为人民币40亿元。

“Common prosperity” that China is pursuing means affluence shared by everyone, both in material and cultural terms, but not egalitarianism, and does not mean “robbing the rich to give to the poor,” Han Wenxiu, deputy director of the Office of the Central Financial and Economic Affairs Commission, told a press conference on Thursday. Han’s remark appears to be aimed at quelling fears among the country’s wealthy people of mandatory income redistribution.
中央财办副主任韩文秀26日在答记者问时表示，共同富裕不是整齐划一的平均主义同等富裕，不是“杀富济贫”，在已经全面建成小康社会的基础上，当前要继续把做大蛋糕和分好蛋糕两件事情办好。

“Three red lines”are policies of China for the real estate sector to improve financial health. The policies include liability-to-asset ratio (excluding advance receipts) of less than 70%, net gearing ratio of less than 100%, and cash-to-short-term debt ratio of more than 1.
“三道红线”，指央行房企融资新规，旨在“矫正一些企业盲目扩张的经营行为”。三道红线即房企剔除预收款后的资产负债率不得大于70%、净负债率不得大于100%、现金短债比不小于1。
