1965年9至10月，在柴湖、苇湖水库原沙土圈坝基础上，增建混凝土框架结构输水洞，增设启闭设施。无泄洪道，引蓄石羊河洪水和当地泉水，库容均不过10万立方米。后因石羊河水位下降，引蓄困难，1972年石羊河改道工程截断引水渠，当地泉水也因地下水位下降而干涸，柴湖、苇湖水库废弃。
