11月15日，348省道（车桥至洪泽）淮安区段顺利通车。该工程路线起点位于车桥镇蒋桥村，与规划264省道相交，向西经施河、平桥、漕运等镇，终于新河大桥西桥头，全长29.215公里，按一级公路标准设计，设计速度100公里/小时，双向四车道，路基宽26米。
