上海市住房和城乡建设管理委员会印发《上海市住房和城乡建设管理“十五五”规划》，其中提出，接续实施老旧小区改造。进一步扩大老旧小区改造覆盖面，实施老旧小区改造3000万—4000万平方米。结合改造同步解决房屋安全隐患问题，实现公房、售后公房类小区全覆盖修缮，逐步扩展至混合类、早期商品房小区。有序推进老旧电梯更新和既有多层住宅加装电梯。
