云南省个旧市沙甸街道是多民族互嵌式聚居地区，有汉族、回族、彝族、哈尼族等10个民族，总人口16795人，少数民族占96.7%。近年来，当地以“巷长制”引导群众积极参与社区治理，实现“小事不出街巷、矛盾就地化解”。
