罚单显示，中国银行股份有限公司盘锦分行的主要违法违规行为是：严重违反审慎经营规则办理信用证业务。
针对上述违法行为，盘锦金融监管分局对中国银行股份有限公司盘锦分行罚款30万元；对马明禁止从事银行业工作5年。
