伊朗副外长加里巴巴迪8月25日接受采访时表示，伊朗目前仍处于战争状态，霍尔木兹海峡处于伊朗武装部队的全面控制和监视之下，除非得到伊朗同意、批准和安排，否则不会重新开放。
加里巴巴迪同时警告，为捍卫国家安全和国家利益，如果条件合适，伊朗可针对美国目标采取“先发制人”行动，而不必坐等美国先发起攻击再进行防御。
