据气象部门预报，未来三天，受台风“白海豚”和冷空气共同影响，北京中南部、天津等地有暴雨或大暴雨。中央气象台8月11日6时继续发布暴雨橙色预警。根据《国家防汛抗旱应急预案》及有关规定，国家防总、应急管理部决定于8月11日9时针对北京、天津启动防汛四级应急响应。
