依据《水利部水旱灾害防御应急响应工作规程》，水利部于8月7日18时针对上海、江苏、浙江、安徽、福建、江西启动洪水防御Ⅳ级应急响应，督促指导地方水利部门密切关注台风“白海豚”动向和雨水情变化，强化应急值守和会商研判，加强监测预报预警，科学调度水工程，做好江河防汛、水库安全度汛、中小河流洪水和山洪灾害防御等工作，确保人民群众生命财产安全。
