@重庆发布 7月31日消息，当日，《重庆市自然灾害避险人员转移条例》解读新闻发布会举行。《条例》下放临机处置权，给基层一线“松绑放权”。险情特别紧急时，可以先组织群众转移撤离，同步向区县（自治县）人民政府和有关部门报告，为群众生命安全抢出宝贵的“黄金时间”。
