航运界网消息，冲突跨越 “ 民用红线 ”，尤其是袭击商船，这不仅仅出现在美伊冲突中，也是俄乌战争的前线。
具体而言，当地时间7月19日，在乌克兰敖德萨附近1艘杂货船“Golden Leo”轮（IMO9181833，7334载重吨，1998年建造）遭3枚导弹袭击，造成船上10名海员死亡。

海事安全公司Ambrey表示，“Golden Leo”轮船上载有17名叙利亚和印度海员以及1名乌克兰引水。在援救过程中，有8名海员获救，其中2人受伤。
简言之，也不知道是谁给的勇气和权力，居然公开违反国际法，高调宣称袭击民用商船......
