美国国土安全部宣布最终规则，将F类和J类学生签证的停留期限限定为持有人课程的时长，最长不超过四年。
国土安全部在电子邮件中表示，此举旨在阻止那些为了“避免离境”而不断注册课程的“永久学生”。
国土安全部表示，该规则将在“未来几天”内刊登在《联邦公报》上，并在发布后60天生效。
