受降水和上游来水影响，浑河抚顺水文站（辽宁省抚顺市顺城区贵德街）7月13日12时水位75.86米（相应流量2100立方米每秒），高于黄色预警标准，并持续上升。
根据《辽宁省洪水预警发布管理办法》的规定，辽宁省河库管理服务中心（辽宁省水文局）将洪水蓝色预警升级为黄色预警，请沿河各有关单位及社会公众加强防范。
