当地时间6月23日，伊朗总统佩泽希齐扬在访问巴基斯坦期间表示，伊朗的导弹计划没有也不会被纳入备忘录。佩泽希齐扬指出，如果伊朗没有防卫能力，结果就会和加沙一样，遭受美国和以色列的掠夺和摧毁。
