5 月 5 日， 在越南外交部例行会议上，有 记者提 到 近期中国自 5 月 1 日至 8 月 16 日在南海部分区域颁布捕鱼禁令 ， 越南外交部发言人 范秋姮 做出回应 ：
1. 搬出国际法，强调了 西沙群岛的主权 归属 ；
2. 要求中国尊重越南渔民在越南海域合法作业的权利，不采取任何使局势复杂化的行为，为根据南海地区法律维护海上和平、稳定和秩序做出贡献。
