3月7日，国家发改委社会发展司司长刘德春在国新办吹风会上表示，未来五年，将深入推进以人为本的新型城镇化，健全与常住人口相匹配的公共资源配置机制，推动城镇基本公共服务有效覆盖常住人口，缩小城乡区域基本公共服务差距，推动基本公共服务均等化水平明显提升。
