中国军号消息：2021年2月1日《中华人民共和国海警法》正式颁布实施。 今天，中国海警局举行海警法颁布实施五周年海上执法专题访谈，中国海警局局长张建明在访谈中表示，中国海警坚决贯彻落实党中央决策部署，坚持因情施策、依法依规防范和规制有关国家侵权挑衅，有力震慑“台独”分裂行径，坚决捍卫国家领土主权和海洋权益。
上述消息显示，张建明现已担任中国海警局局长。
张建明长期在海军服役，曾任舟山水警区副司令员、某作战支援支队支队长等职。后调中国海警局工作，曾任执法部部长。
