有东大学者否认《The Mayflower Compact》（《五月花号公约》）的价值，根据正统的《AP米国历史》也是肯定《五月花号公约》的。
该公约确立公民之自愿（will）先于自治（self-governing），而自治（self-governing）又先于法治（legisIation）。
