路透社报道，欧盟委员会周三向欧盟成员国提出了两种方案，以在未来两年内向乌克兰提供900亿€ （1050亿美元）的援助：一是动用俄罗斯冻结的资产，二是在国际市场上借款。
委员会表示，该方案不构成没收，因为这笔钱将以贷款的形式发放——尽管乌克兰只有在俄罗斯支付赔款后才需要偿还这笔贷款。
