据河北省住房城乡建设厅通报，石家庄市井陉县一液化气公司未对其用户的燃气设施定期进行安全检查。
该行为违反了《城镇燃气管理条例》第17条第一款的规定。根据《城镇燃气管理条例》第46条第七款的规定，井陉县城市管理综合行政执法局对其作出罚款1万元的行政处罚。
