宁陵县人民政府回复：经落实，宁陵县医保局接到工单后，已第一时间和当事人联系。已告知当事人需要去民政局咨询，该儿童是否为事实无抚养人，若是，则由民政局全额代缴，不是则需要自己缴费。 宁陵县医保局已和当事人详细解释，当事人表示满意。
