海口市交通运输和港航管理局8月16日23时发布通告：受热带低压影响，海口新海港、秀英港和铁路南港将于8月17日12时起停运，预计停运将持续至8月18日晚上，具体复运时间根据气象条件而定。
8月16日19时至17日5时期间，海口三港因避让开渔大量渔船而停航。8月17日5时至12时期间，存在短时间通航窗口期，港口将优先疏运在港待渡货车，请所有未到港车辆暂不要前往港口。
