财联社8月8日电，据央视新闻报道，两位阿拉伯官员称，埃及与卡塔尔正制定一项新框架协议，拟促使哈马斯一次性释放所有以色列被扣押人员，以换取以色列结束加沙战争并从加沙地带撤出。协议尚未最终敲定，各方正在就哈马斯解除武装的问题进行磋商。
