乌克兰总统泽连斯基当地时间7月28日签署法律，将乌克兰国家局在和平时期的编制由27000人增至37000人，特殊时期编制由31000人增至41000人。法律同时授予安全局人员使用武器及军事装备的权利，其使用规范与乌克兰武装部队现行条例保持一致。
