非必要不做PPT！多地开始整治

近日，“浙江开始整治PPT”的消息，引发广泛关注。

据上观新闻消息，浙江多地推动公务政务活动中的PPT、视频“减量、减费、减负”。

A recent campaign launched in Zhejiang province to curb the excessive use of PowerPoint presentations and elaborate videos in government affairs has drawn widespread public support across China.

一位浙江宁波的公务员表示，最近她发现开会时有一个变化，不再需要做PPT了。“以前的会议方案中，大多标注需要制作PPT，但现在没有这种要求了。”以前拿来制作PPT的时间，能腾出手来做其他的工作了。

In Ningbo, Zhejiang province, a local civil servant described a marked shift: "We no longer need to prepare PowerPoint slides for every meeting. What used to take up hours of our time is now gone — we can finally focus on more meaningful tasks."

早几年，每到年底，浙江不少机关单位工作汇报都需配PPT，公务员通常要熬夜改排版、加动画，时间都花在改格式上。内卷之下，PPT越做越“高大上”，有的时候时间和技术水平不够，工作人员只能把PPT外包，费用从每页200到400多元不等，特殊情况额外还要付加急费、服务费，一次3分钟的汇报，做一次PPT往往要花费几千元。

除了PPT以外，文旅、宣传、招商等部门对视频制作的需求也很高，动辄需要数万元，甚至10万—20万元，尤其加上灯光渲染、音频混响、运动追踪等特效，制作成本还会上涨。

For years, officials — especially during annual reviews — devoted substantial time and money to presentation materials. Some departments outsourced slide decks for 200 to 400 yuan per slide, with short presentations costing thousands. Tourism and publicity offices often spent tens of thousands of yuan on promotional videos, some exceeding 100,000 yuan when special effects were included.

另据人民日报7月9日报道，浙江省湖州市南浔区纪委常务副书记、监委副主任沈晓强称，“有的单位把视频制作、电子演示文稿、网络直播等当作‘政绩美颜滤镜’，一些本该用在民生实事上的资源，被浪费在镜头调度、特效包装上，这其实是政绩观偏差的表现。”

A July 9 report by People's Daily quoted Shen Xiaoqiang, a senior official from Nanxun district of Huzhou city, Zhejiang province, as saying that some departments relied on "filters" such as flashy videos to gloss over their achievements. "Resources should go toward public service — not decoration," Shen said.

2025年，浙江省部署开展“屏幕中的形式主义”专项整治行动，对全省各级各单位公务PPT、视频等情况进行大排查、大起底，全面摸清底数、掌握情况、督促整改，推动全省公务政务活动中的PPT、视频“减量、减费、减负”。

To address the issue, Zhejiang rolled out a campaign in 2025 to audit and reduce the use of unnecessary multimedia in official functions, aiming to cut costs and ease bureaucratic burdens.

令人反感的不是PPT是形式主义

对于“多地整治PPT”一事，有媒体评论称：说到底，大家反感的不是PPT，而是形式主义与无用功。无论是汇报形式的选择，还是对业绩成果的认定，人都不能成为工具的附庸。除了听汇报，上级部门更应多看看现场什么样，多听听群众怎么说，旗帜鲜明倡导“用事实说话”。毕竟，PPT做得再精美，也抵不过群众真真切切的肯定。这才是最大的面子。

不少网友也表示：“PPT虽好，但能办实事更重要”“比PPT更该整治的是形式主义”。

Commentators stress that the problem lies not with PowerPoint itself but with the formalism behind it. Online, many users echoed the sentiment: "PPT presentations are not the issue — it's the obsession with appearances."
