受持续强降雨影响，湖南部分乡镇出现内涝，常德市桃源县是内涝较为严重的区域之一。5月22日上午，桃源县观音寺镇30多名村民被困家中，接到报警后，桃源县消防救援大队立即前往救援。
在道路已被洪水淹没的情况下，消防员小心驾驶橡皮艇到达被困村庄位置，最终成功将32人就地转移到安全地带，将3人带回并转移到镇上。
