欧洲法院4月29日裁定，欧盟成员国的国籍不能售卖，马耳他“用投资换护照”的“黄金护照”项目违反欧盟法律，应予终止。依据马耳他的“黄金护照”项目，外国人在马耳他投资约100万欧元，即可获得马耳他公民身份，从而有权在任何欧盟国家生活和工作。（新华社）
