人民网哈尔滨4月23日电 （尚城）来自黑龙江省水文水资源中心的消息，4月23日7时，黑龙江干流开库康段（塔河县开库康乡）开江，开江日期较常年提前8天；13时，黑龙江干流瓦干段（塔河县依西肯乡瓦干村）开江。
至此，黑龙江省主要江河全部开江。
