2月24日，国新办就进一步深化农村改革，扎实推进乡村全面振兴有关情况举行发布会。会上，中央财办副主任、中央农办副主任祝卫东在回答记者问时强调，中央的要求非常明确，不允许城镇居民到农村购买农房、宅基地，不允许退休干部到农村占地建房，这两条政策底线必须守住、不能突破。
