当地时间2月24日，乌克兰总统泽连斯基在“支持乌克兰”会议全会上表示，乌克兰愿意在“全部交换”的基础上与俄罗斯交换被扣押人员，俄方需释放自2014年至2022年间被关押的乌克兰人。他指出，冲突的结束可以从恢复信任开始，交换被扣押人员可以成为恢复信任关系的一个步骤。（央视新闻）
