清朝护照从无到有，经历多次变革。中前期实行出入境管理制度，1689年诞生“信函式集体护照”，雍正乾隆时标注年貌、籍贯、期限；后期鸦片战争后，领事馆、海关发“单人单纸”护照，光绪年间更规范，海禁废后普及。
其特点为形制上长期是薄纸，清末有超大护照；内容起初汉文，后兼外文，含要求关卡通行的表述；因无照片，以文字描述持证人身体特征。
