郑华出生于1968年，曾任宣城市总工会党组成员、副主席，旌德县委常委、纪委书记，绩溪县委副书记，宣城市委宣传部副部长、市社科联主席，宣城市委宣传部常务副部长，宣城市政府副秘书长、办公室主任。
2022年6月，郑华任宣城市政府秘书长、办公室主任至今。
