从2021年7月法院委托鉴定，到2022年11月21日杭州医学会受理鉴定，2023年5月5日完成鉴定报告，耗时长达22个月之久，从受理到鉴定结束耗时长达6个月，杭州医学会鉴定程序严重超过规定的时间，导致后面我们找到医院的违规行为，卫健局以超过两年追溯期为由无法对医院的违规行为作出处罚。
