1月7日，国家发展改革委召开专题新闻发布会，介绍深入推进全国统一大市场建设有关情况。国家发展改革委体制改革综合司司长王善成在会上表示，制定出台《全国统一大市场建设指引（试行）》，就是要对各地区、各部门加快融入和主动服务全国统一大市场建设提出方向性、框架性指导和阶段性工作要求。
