经检查发现，天津市肿瘤医院秦皇岛医院（秦皇岛市职业病防治院）存在重复收费、超标准收费和串换项目收费等违规行为，依据《医疗保障基金使用监督管理条例》和《河北省医疗保障基金使用监督管理行政处罚裁量基准》相关规定，秦皇岛市医疗保障局对其做出行政处理：
①责令改正存在的违法行为，约谈该院负责人。
②退回造成损失的医疗保障基金并处以罚款。
