11月21日下午，午后证券板块异动拉升，西部证券涨停，光大证券、天风证券、第一创业、首创证券等跟涨。消息面上，国泰君安及海通证券联合公布，市场监管总局已决定拟议合并相关的经营者集中反垄断审查不实施进一步审查，就拟议合并提交的所有必要的中国反垄断申报已获审查通过。同时，上海市国资委出具批复，原则同意拟议合并及建议发行的总体方案。
