哈尔滨市气象台11月14日16时30分继续发布霾黄色预警信号：预计未来24小时，哈尔滨主城区及各区、县（市）有中到重度霾，局地严重霾；14日夜间到15日上午部分时段伴有雾，最低能见度小于3000米，局地小于1000米，请注意防范。
防御指南：驾驶人员小心驾驶车辆；空气质量明显降低，外出人员需适当防护；一般人群适量减少户外活动，儿童、老人及易感人群应减少外出。
