当地时间11月5日，巴拿马国家民防系统通报，热带风暴“拉斐尔”在该国造成强降雨，已致5人死亡。
巴拿马国家飓风中心4日宣布，在该国北部登陆的热带低压已升级为热带风暴“拉斐尔”，风速超过每小时63公里。民防系统已在5个省级地区发布红色警报。巴拿马教育部宣布，6日全国范围学校停课。
