刘莹出生于1967年，曾任中国医科大学党委常委、副校长，本次到大连医科大学任职前担任中国医科大学党委副书记。
之前担任大连医科大学党委副书记、校长的是出生于1964年5月的赵杰。赵杰曾任大连医科大学党委常委、副校长，2021年4月任大连医科大学党委副书记、校长。
