德国央行行长约阿希姆·纳格尔（Joachim Nagel）7月9日表示，欧洲央行在降息方面并非自动驾驶。“我们将根据现有数据做出决定，这意味着我们会在每次会议上评估我们的立场，”纳格尔表示。“我们保持谨慎。”纳格尔还说，预计最迟将在2025年底达到2%的目标。
