近日，如皋市首个先转用再征收地块获批。该地块系2020年新土地管理法实施后农转用地块，地块所在片区土地征收成片开发方案获批后，市自然资源和规划局系统梳理农转用地块土地流转、租赁合同解除、地上附着物资产处置等转征收难点堵点，编制征收方案经逐级审查获批。
