据央视新闻，自1月24日首班车起，23日因架设电线问题而停运的日本东北、上越和北陆新干线部分路段已基本恢复正常运行。
23日，东日本铁路公司表示，当天上午10时许，东北新干线东京上野站至栃木县小山站区间发生停电，受此影响东北、上越、北陆新干线部分区间停运。23日共有283车次停运，导致约12.5万人受到影响。
