6月15日颁布的《食品经营许可和备案管理办法》（市场监管总局令第78号），对销售特殊医学用途配方食品中的特定全营养配方食品明确了新要求，向医疗机构、药品零售企业销售特定全营养配方食品的经营企业，应当取得食品经营许可或者进行备案。
